They may also need water for cooling, depending on their design.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Taylor project includes plans to generate electricity on-site.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Developers say the campus will bring economic opportunities and additional tax revenue to the community.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Why Did Taylor Approve the Agreement?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The property is currently outside Taylor&#8217;s city limits in an unincorporated area of Williamson County.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Texas counties have limited authority to regulate development.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">City officials say the agreement will allow Taylor to annex the property and establish rules that would otherwise be difficult to enforce.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These rules address water consumption, noise, lighting, drainage and setbacks from neighboring properties.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The council approved the agreement unanimously on October 8.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, data-id=\"https:\/\/www.taylortx.gov\/m\/newsflash\/Home\/Detail\/2113\">The Taylor agreement requires a closed-loop cooling system<\/a> that uses reclaimed water.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Reclaimed water is treated wastewater that can be reused for certain purposes instead of drawing from drinking-water supplies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the City of Taylor, the cooling system will have an initial fill volume of approximately 1.575 million gallons.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The agreement generally prohibits using drinking water for cooling, although certain exceptions are allowed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Developers must also help fund wastewater infrastructure improvements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">City officials say these measures will help protect local drinking-water resources.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The actual long-term effects will depend on how the facility is built and operated.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What About Noise and Air Quality?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Large data centers can produce noise from cooling equipment, generators and power-generation systems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This can be particularly noticeable in rural areas where residents are accustomed to quieter surroundings.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Taylor agreement includes noise restrictions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Noise from the development cannot exceed the greater of 65 decibels or the existing background noise level, as measured under the agreement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An acoustic study will establish conditions before development begins.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The project must also meet Taylor&#8217;s lighting requirements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Air emissions will remain subject to regulation by the Texas Commission on Environmental Quality.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These protections are intended to reduce the effects on surrounding properties.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, some residents remain concerned about how the regulations will be enforced.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Protections for Nearby Homeowners<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The agreement includes setbacks and landscaping requirements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Buildings must generally be at least 300 feet from the north, east and west property lines.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Along the southern boundary, data centers and power-generation facilities must be set back at least 700 feet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Additional landscaping and screening are required near FM 112.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The development must also meet stormwater management requirements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These provisions are designed to reduce the effects of the project on neighboring properties.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For rural homeowners, concerns about drainage, lighting, noise and nearby industrial activity are understandable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A large development can change the character of an area even when regulations are in place.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What Will Taylor Receive in Return?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The developers have committed an estimated $28.2 million toward community improvements and nonprofit support.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the City of Taylor, the commitments include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>$13 million for city quality-of-life improvements.<\/li>\n\n\n\n<li>$10.2 million for Taylor ISD educational programs.<\/li>\n\n\n\n<li>$1.5 million for student scholarships.<\/li>\n\n\n\n<li>$1 million for career and technical education and workforce development.<\/li>\n\n\n\n<li>$1 million for animal care programs.<\/li>\n\n\n\n<li>Additional support for local nonprofit organizations.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">City officials also project substantial property tax revenue over the coming decades.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, these are projected benefits.
